    • At the First Forum in 1997, the NOWPAP member states agreed to establish the system of the Focal Points in accordance with the article of the OPRC 1990 Convention, and relevant information has been continuously collected and revised as one of the initial tasks during the intersessional period. After then, the relevant information was included into one of the annexes to the NOWPAP Regional Oil and HNS Spill Contingency Plan (RCP), and it was agreed that MERRAC would maintain and update the annexes of the RCP, as one of the routine tasks.
